Abstract
This paper examines the determinants of the observed differences across provinces in China with a focus on development policy issues. Its aim is to measure the impact of development policies which are responsible for the differences in China's economic growth performances across provinces. More specifically, by testing the impacts of several possibly important factors on the process of development over 22 years (1978-1999) across 31 provinces, municipalities, and autonomous regions through panel analysis of a production function of Chinese economy, I find evidences to support the following hypotheses: per capita local budgetary expenditure is positively correlated with GDP level; given certain amount of expenditure, investment in education should be raised to improve human capital; larg...[

However, no evidence can be found to shed light on how the policies regarding tax rate, per capita investment in capital construction and per capita gross local budgetary expenditure for culture, education, science and health care affect the output level.
