Abstract
Locating locally unwanted land use became a hot issue in Hong Kong recently. Under framework of NIMBY, opposition by affected community against locally unwanted land use was often being accused as selfishness and irrational. Therefore, their resistance was being neglected or downgrade, as if there is no alternative for the affected community. This research investigates locating funeral business and making Hung Hom as a funeral place and examine why no NIMBY label was accused to the affected community. The role of government will explored to understand the power in controlling land use. As the conclusion shows, locating locally unwanted land use should be understood within the framework of spatial justice. Spatial justice helps to recognize the right to resistance from affected community and helps to recognize the role of resistance in generating better policy outcome or solution to locate locally unwanted land use.
